Pursuant to Art. 2 para. 3 of the AVG, foreign employment agencies require a permit from SECO. Pursuant to Art. 3 para. 1 (a) of the AVG, one of the conditions for the granting of this permit is that the agency be entered in the Swiss Commercial Register. Foreign employment agencies with no offices in Switzerland are not permitted to have such an entry, however, which means that foreign employment agencies are prohibited from directly arranging commercial employment placements in Switzerland |
